July 6, 1985(preparation for establishment and projects started in May, 1983)
3.Role:
The International Friendship Exchange Council (FEC) was established in 1981 as a non-profit international exchange organization to deepen international understanding and promote multilateral exchanges with other countries. FEC has the membership of 1,500 in total including corporate bodies. FEC carries forward external contact on the basis of private initiatives and upon advice from the Japanese Government as well as foreign missions in Japan. It further attempts to arouse the public opinion that the diplomacy should be supported by the whole nation. Thus, it is performing a unique complementary role by reflecting the public opinion in Japan's diplomacy.

Association of people who speak and act.
6.Operating Organization:
General Assembly(auditing body), Council(substitutive body),Board of Directors and Board of Executive Directors(executive body), Advisory Committee(advisory body), Research Workers(investigation and research body), every kind of Committees (judging body), Auditors(policy making body).
7.Daily operations:
The Board of Executive Directors authorized by the Board of Directors, manages daily operations. It consists of Chaiman, Vice Chairman, Director General, and Executive Directors. Under its direction, a secretariat handles daily clerical work. (President are occasionally put into member of the Board Directors).
8.Finance:
Membership fees from corporate and individual members, donations, income from activities and other sources.
9.Classification of members:
Honorary member(foreign ambassdors in Japan and prefectural governors), standard member(individuals or corporations), supporting member(individuals and corporations), special member(diplomats).
10.Advisory and guiding organization:
The Board of Advisors offers advice to the FEC on projects from their specialized fields. It consists of a group of Senior Advisors which includes former administrative vice ministers and leaders of economic world and a group of Advisors who are university professors.
11.Cultural project:
To promote human exchange bases on the FEC purpose so as to form partnership relations with various organizations in foreign countries and to construct a worldwide FEC network.
12.Secretariat:
To assign a Secretary General and staff in the secretariat to handle clerical affairs and operate the FEC offices in Nagoya, Tokyo, Osaka and other major cities.
